H.E. Dr. Sasa’s address to the Japanese Parliamentarians and Professors

Dear respected members of the Parliament, professors and scholars, thank you so much indeed for giving me this great opportunity once again to represent my people and country of Myanmar, which have suffered too much for far too long under the hands of the failed coup leader Min Aung Hlaing and his military junta regime’s reign of terror against the 54 million people of Myanmar.

We are so thankful to Japanese Parliamentarians for adopting the resolution condemning and rejecting the military junta in Myanmar and their acts of terrorism and demanding the country of Myanmar to return to the path of inclusive federal democracy which is the only way to lasting peace, prosperity and stability, both in Myanmar and for the whole region. 

Thank you for your solidarity with the 54 million people of Myanmar in this the darkest moment of our history. The people of Myanmar are once again being forced to face the genocidal military junta which have brought pain, suffering, death and destruction to civilian homes, villages, towns and cities across the nation. While the future of Myanmar is in the hands of the brave people of Myanmar, we urgently need the strong and continued support, friendship and recognition from the people and Government of Japan and its international alliance. Your support and recognition are absolutely crucial in ending this cruel military junta reign of terror in Myanmar and building a new Myanmar into an inclusive federal democratic union for ALL the people of Myanmar regardless of race, religion, culture, gender, background and ethnicity. The federal democratic union of Myanmar that will become a strong alliance and friend of Japan and its international alliances. The citizens of Myanmar have initiated strong domestic sanctions against the junta through the peaceful Civil Disobedience Movement (CDM), strikes and other acts of civil defiance. We are boycotting junta produced goods, and a large percentage of civil servants are refusing to support the junta’s work. The sanctions that have been imposed thus far by the Government of Japan and the International Community have been a helpful start in showing a strong support for both our domestic efforts and the will of the people. However, greater help and support and recognition from the people, Parliament and Government of Japan and its allies from the international community is of vital importance.

We are respectfully requesting the Government of Japan to please engage with the National Unity Government of Myanmar as the sole legitimate representative of the people of Myanmar. The people of Myanmar recognize us as the sole legitimate government and our hope is that you will also work with us as the sole legitimate government of Myanmar as well. This is the first time in the history of Myanmar that there has been a National Unity Government with the full support of the people. We need the endorsement, recognition, acknowledgement and engagement from Japan and the free countries and leaders from around the world who believe in freedom, justice, and democracy. This is the first time in our history of Myanmar that elected members of Parliament, Political Parties, Ethnic Leaders, Ethnic Armed Organizations, and grass roots Civil Society Organizations have come together as one united people to oppose the common enemy – this military dictatorship. This is the greatest opportunity of the century. We must seize upon this window of opportunity to stop the crimes against humanity and put an end to this brutal military junta reign of terror once and for all and begin the building of an inclusive Federal Democratic Union of Myanmar for ALL the people of Myanmar.

We need help addressing the growing Humanitarian Crisis. We need aid. We, the National Unity Government of Myanmar, know how to get aid where it needs to go. A humanitarian crisis is growing due to conflict and the spread of COVID-19, vaccines and treatment so far have been held by the military and distributed first to them and their family. Myanmar’s economy is in collapse and millions are already, or at risk of being, without water, food, sanitation, shelter, and medicine. In the short term, we need aid for; (1) FOOD SECURITY (2) HEALTH AND, (3) SHELTER, but in the longer term we need aid also for (4) EDUCATION.

Please help us put more financial pressure on the junta. It is critical for the nations of the world who stand with us to come together in a coordinated campaign and coalition for further sanctions that would cut the flow of revenue to this murderous regime. We are respectfully requesting the Government of Japan to ensure that no funds from any entity under the control of Japan, whether public or private, be allowed to continue to be transferred to the Junta, its business entities, leaders, or their families. The largest source of revenue to the junta, the oil and gas sector, remains largely unscathed by the international community. Further coordinated and targeted sanctions and legislation from the Government of Japan would make a clear legal obligation for companies to stop the flow of this revenue to the junta. We must not continue to allow this illegal junta to spend the wealth of the people of Myanmar in murdering the people of Myanmar. Therefore, the Government of Japan and the International Community must continue to place sanctions against Myanmar Oil and Gas and all state-owned enterprises, including the transfer of dual use technology, and impose an international arms embargo and a strict no-fly-zone above the territory of Myanmar by whatever means necessary. These measures are critically vital to prevent a great civil war and another genocide in Myanmar.

The aid and relief provided through the Japan Official Development Assistance (ODA) up till this point has in many cases been misused by the junta for decades in oppressing and killing the people of Myanmar. Therefore, it is imperative that the Government of Japan carefully review and setup new approaches with relief aid so that it actually gets into the hands of those who are being mercilessly slaughtered by the military junta. The Government of Japan must cease all support to the ‘SAC’ military junta who is misusing everything they can against the people of Myanmar, and instead, direct this support to the people of Myanmar via the people’s rightfully elected National Unity Government. We, the National Unity Government of Myanmar, are ready, willing and able to help in all of these coordinated relief efforts, and get the relief to the people on the ground. Contrary to the theory promulgated by the illegal military junta, we are actually on the ground, helping the people across the country, albeit carefully and with creative and peaceful methods.

Under the hands of the failed coup leader, Min Aung Hlaing and his genocidal military junta forces, the 54 million people of Myanmar are facing brutal crimes against humanity, war crimes and ethnic cleansing. Nearly 1,000 civilians have been murdered in cold blood since the 1st of February 2021, when the military Generals in Myanmar took the entire nation hostage. More than 6,200 innocent Myanmar people have been arrested and illegally detained without cause or justice. Many of our democratically elected leaders in Myanmar are facing show trials with fraud charges that have absolutely nothing to do with the rule of law but have everything to do with the destruction of our democracy and freedom, and the prolonging of the military junta’s reign of terror against the people of Myanmar. More than 2,000 people have been forced to flee for their lives from illegal arrest warrants. Serious crimes against humanity and the war crimes that took place at Kinma, Mindat, Demoso, Depeyin, Shwebo, Bago, Mandalay and Yangon, Kayah, Karen, Chin, Kachin States and all other parts of the country. This clearly shows that this genocidal military junta is not afraid to continue engaging in systematic war crimes against humanity.

Last week, the military junta in Myanmar made another show again by releasing more than 2,000 illegally detained civilian hostages who should never have been arrested in the first place. A five-year-old child was among those released from prison last week. This shows what senseless and illegal arrests the military forces in Myanmar have been making. This cruel genocidal military junta have been arresting small children as young as two years old when they have been unable to arrest their parents. In Yangon, a mother has lost her mind  with grief as the military junta forces arrested her four sons, and gave them death sentences for doing nothing wrong but expressing their fundamental human rights. All these acts of terrorism are evidence that the genocidal military junta in Myanmar has declared a war of terror, psychological warfare and promulgation of fear against the 54 million people of Myanmar. 

The military junta is preparing another mass illegal arrest by releasing current detainees as show, and also for making more spaces at the famous junta run concentration camps – the Insein Prison, and other junta run concentration camps and prison cells across the country. Insein prison and other junta run prisons must be closed by the international community immediately before these camps become the place of hell where human beings are systematically dehumanized by the junta forces. These prisoners of conscious held in these concentration camps have done nothing wrong; they simply were using their right to freedom of expression. The acts of terrorism by the military junta in Myanmar in sending the ‘SAC’ forces with their battlefield weapons into private homes, villages, towns and cities are continuing to engulf the country. 

The report has come up Yesterday that these same genocidal military junta forces in Myanmar raided the homes of Japanese Diplomats who work at the Embassy of Japan and the Japan International Cooperation Agency (JICA) in Yangon, Myanmar. This is evidence that the military junta is committing acts of terrorism not only against the people of Myanmar, but also against the people and country of Japan. 

One point two million innocent people of Myanmar have fled for their lives from their homes, villages, towns and cities which have come under attack by the military junta forces who are guilty of crimes against humanity, war crimes, and ethnic cleansing against the people in Kachin, Karen, Kayah, Mon, Shan, Sagaing and Rakhine states and regions, which make over 40% of the Myanmar population. (UNCHR: 1.2 million IDPs, Refugees from Myanmar). Twenty seventh million people of Myanmar will be living in poverty within a year. (Half the population of Myanmar will live under the poverty line within a year – UNDP).

Six point four million people in Myanmar will have no food by the end of October this year (UN – WFP). We have received several hundred thousand emails: 151,000 emails contain documented cases of crimes against humanity, and 310,000 videos and photographs of atrocities. 427 strong cases are being open by international human rights lawyers on behalf of 28,005 victims who suffered crimes against humanity committed by the military junta forces. These are being named with case details and case notes.

Covid-19 cases are rising rapidly and out of control without the provision of Covid-19 vaccinations, treatment and care. Myanmar is becoming a breeding ground for Covid-19. Myanmar is quickly becoming a failed state, and our economy is in free-fall, our health care, education and other basic services are paralyzed, and food insecurity is sharply rising. The violence and killing continue on and are becoming more and more widespread across the nation.

The military junta forces have occupied our churches, schools, community halls and hospitals to use as barracks and supply depots. These junta forces are replacing textbooks and pencils with the terror of fear, violence, guns and bullets; replacing Bibles and hymnals with intimidation, oppression, mortars and bombs; and replacing life-saving hospital equipment with weapons of torture, destruction and death.

It is not normal that classrooms are being occupied by junta soldiers, and that the school children are being forced to flee for their lives; nor is it normal that places of worship and community centers are being occupied by the junta forces, and that the communities, pastors, monks, and leaders are being forced to flee for their lives. It is not normal that our hospitals, schools, colleges, universities, banks, and economy is crashing due to this military reign of terror. It is not normal that our teachers, tutors, professors, doctors, nurses, midwives, engineers, scholars and civil servants are being forced to flee for their lives because of their peaceful Civil Disobedience Movement (CDM), which is more powerful than all the military junta’s acts of terrorism against the people of Myanmar.

The innocent people of Myanmar have no choice but to defend themselves from these terrorist forces who are attacking them with bloodstained battlefield weapons bought from China, Russia and other countries by using the stolen wealth of the people and country of Myanmar. The ethnic armed organizations (EAO), People’s Defense Forces (PDF), and Civilian Defense Forces (CDF) are laying down their lives in defense of their families, loved ones and neighbours from being murdered in cold blood, and defending their homes, villages, towns and cities from being completely wiped out by these terrorist military junta forces.

We are approaching ever nearer to a great civil bloodbath, a great civil war, and another genocide, which can be prevented only by the international community’s strong actions against this military regime in Myanmar. The ASEAN five-point consensus on Myanmar was passed more than two months ago, yet without any actions on the ground, and the military junta continues to use ASEAN as their propaganda tool. The 76th UN General Assembly resolution adopted on Myanmar was passed over two weeks ago, yet with no results on the ground in Myanmar. The military junta in Myanmar keeps showing zero respect for the International Community, our ASEAN brothers and sisters, and the people of Myanmar.

When the 54 million people of Myanmar have received your support and recognition, we, the frontline defenders of freedom, liberty and democracy in Myanmar will be able to put an end to this genocidal military dictatorship which has become a cancer to the nation and the people of Myanmar, and to replace it with an ethical and inclusive armed force that belongs to and is comprised of the people of Myanmar and is led by the civilian government. Together we will begin to build a new Myanmar and an inclusive Federal Democratic Union of Myanmar for ALL the people of Myanmar regardless of Race, Religion, Gender, Culture, Ethnicity and Background, and where all human rights are equally respected, protected and promoted for ALL. Myanmar will become a country where power and resource sharing will be based on the principles of equality and self-determination, and where the three branches of Parliament, Judiciary and Executive will function independently; we will become a country where all the rights and laws will be protected and respected by the new federal democratic constitution for the people of Myanmar. This will be done in an inclusive manner and only with the consensus of ALL of our people. A constitutional convention and referendum will be held on the permanent draft constitution which will belong to the people of Myanmar for all generations to come. We will win in our struggle to liberate Myanmar from the brutal military junta. The federal democratic Union of Myanmar we will form will become a powerful reality. This will bear testimony to our strong friendship and unyielding gratefulness our friends in the great nation of Japan. We will emerge as an inclusive new Myanmar that is committed to true principles of Federalism, Human Rights, and to being a responsible partner and alliance for liberty, freedom, peace, prosperity, stability in the Global Community.
