Welcome the US Senate Bipartisan Resolution on Burma Approved by the Senate Foreign Relations Committee of the US and Calls for more International Concrete Action to end Burma Crisis
We have received the good news from the United States, and we warmly welcome the positive developments emerging from the US Senate. The bipartisan resolution on Burma, authored by U.S. Senators Ben Cardin (D-Md.) and Todd Young (R-Ind.), Jeff Merkley (D-Ore.) and Susan Collins (R-Maine), has been approved by the Senate Foreign Relations Committee of the United States.
The United States remains steadfast in its support for a free, federal democratic, and prosperous future for Burma. The resolution condemns the military coup in Burma and calls for a return to democratic governance and respect for civil liberties. It is crucial that the Burmese military is held accountable for its campaign of mass genocidal attacks against the Rohingya, as well as other atrocities, including the detention of over 23,000 individuals, including several hundreds of children, Myanmar’s President U Win Myint and State Counsellor Daw Aung San Suu Kyi, and the killing of nearly 4,000 civilians, including women, children, and people with disabilities. The situation in Burma remains dire, with millions of people in need of humanitarian aid and facing displacement due to the genocidal military junta’s reign of terror, which has caused massive uncertainty and instability not only in Myanmar but also in the region and ASEAN.
Despite the immense challenges, the people of the Nationwide Revolution in Myanmar are determined to end the reign of terror imposed by the genocidal military junta on the entire population of Myanmar. Our goal is to establish a federal democratic new Myanmar that ensures the well-being and rights of all its people.
Over the past 27 months alone, this brutal military junta has burned down more than 70,000 houses, schools, hospitals, and places of worship. They have weaponized humanitarian crises, hunger, starvation, and disease, and imposed their evil “four cuts policies” that have blocked lifesaving aid to millions of people in Myanmar. These actions have forced nearly 2 million people into homelessness, left more than 18 million people in dire need of lifesaving assistance, and pushed more than 48 million people below the poverty line.
Since the attempted coup on February 1, 2021, the genocidal military junta has mercilessly taken the lives of over 800 innocent children, unjustly imprisoned more than 380 children as political prisoners, held 51 children hostage to pressure their parents, displaced over 660,000 children, left more than 5.8 million children in need of lifesaving aid, and deprived dozens of millions of children of their right to education. These unspeakable crises demand not mere resolutions but concrete actions from the United States and the international community. These millions of children are on the edge of becoming a lost generation, which will have a long-lasting impact on generations to come.
Therefore, we sincerely and urgently demand that the United States and the international community take the following actions without any further delay:
- Establish an International Coalition on Myanmar with like-minded countries from around the world to end the unspeakable pain, suffering, death, and destruction caused by the genocidal military junta. This coalition should support the establishment of federal democratic governance at the national, state, and local levels and provide lifesaving aid to the people of Myanmar.
- Implement the US NDAA Burma Act (2023) in line with the strategic objectives of the Burma Nationwide Revolution and the demands of the people of Myanmar. This includes international coordination on Burma crisis strategies, ensuring strong and strategic collaboration in the implementation of the ASEAN Five-Point Consensus on Myanmar (2021), UN Security Council Resolution No. 2669 (2022) on Myanmar, and the roles of the ASEAN, UN, and EU envoys. The principles of respecting the will of the people of Myanmar and inclusive engagements should guide these efforts.
- Take immediate action to cut off the flow of international financing to the genocidal military junta, which fuels their fighter jets and arms their bloody bomb factories. Free countries worldwide must join the United States in imposing sanctions on Myanmar’s financial institutions, which serve as the main channels for cash flow to the junta’s banks. The democratic world should also join the European Union in sanctioning MOGE, one of the junta’s primary sources of income, and support other nations in implementing an arms embargo and sanctioning major financial contributors to the junta.
- Take immediate action to cut off the flow of international arms into the hands of the genocidal military junta. Disabling their weapon factories and dismantling their lethal bomb factories is crucial to saving innocent lives. Free and democratic countries worldwide should join those that have already imposed an arms embargo against the genocidal military junta in Myanmar.
- Deny the military junta’s illegal and illegitimate claim to power, which they maintain through the brutal murder of Myanmar’s own civilians. Cut off all diplomatic engagements with the military junta’s leadership, cronies, and supporters.
- Hold the brutal military junta accountable for their acts of crimes against humanity. These perpetrators of crimes against humanity and war crimes should not represent the people of Myanmar at any international level, including the ASEAN, the UN, or the International Court of Justice (ICJ). They must be held accountable for their crimes through international mechanisms such as the International Criminal Court (ICC), ICJ, and other international jurisdictions.
- Take immediate action by imposing coordinated, stronger, and targeted sanctions not only against the military junta but also against their supporters, whether they are individuals, groups, companies, or countries. These sanctions should be implemented not only in socioeconomic terms but also politically and diplomatically.
- Respect the democratic will and federal democratic aspirations of the people of Myanmar and recognize the National Unity Government (NUG) as the sole legitimate democratic representative of Myanmar.
- Support the brave people of Myanmar in their courageous struggle against the genocidal military dictatorship. Stand with us in our pursuit of freedom and federal democracy, which is the only path to peace, prosperity, and stability for Myanmar and the entire region.
- Make more resources available for the pro-democracy movements, including the National Unity Government (NUG), People’s Defense Forces (PDF), Ethnic Revolution Organizations (EROs), Local Defence Forces (LDFs), Committee Representing Pyidaungsu Hluttaw (CRPH), National Unity Consultative Committee (NUCC), Civil Society Organizations (CSOs), Community Based Organizations (CBOs), Non-Governmental Organizations (NGOs), and Independent Media Organizations.
The people of Myanmar have endured crimes against humanity committed by the genocidal military junta. They face these atrocities not because of their actions but because of their unwavering belief in freedom, federal democracy, and their refusal to accept injustice, tyranny, and brutal military dictatorship.
Together, let us take a stand against these grave human rights violations and denials of the democratic aspirations of the people of Myanmar. Let us work towards a future where the people of Myanmar can live in peace, dignity, and freedom. Our collective actions can make a difference and bring hope to the 54 million people of Myanmar who deserve a brighter and more just future.
